SECURING ZONING CLEARANCE FOR BUSINESS PERMIT
- About The Service:
Enterprises are required to secure Zoning Clearance upon application for Business Permit to ensure that the enterprise is allowed in the chosen location as per the Comprehensive Land Use Plan (CLUP) and other relevant zoning and land use ordinances.

SECURING ZONING CLEARANCE FOR BUILDING PERMIT
- About The Service:
ALL ENTERPRISES and private persons constructing a new building or applying for expansion / renovation are required to secure a zoning clearance upon application for building permit.
This should be done before the start of construction to ensure that the building is allowed in the chosen location as per the Floridablanca Comprehensive Land Use Plan (CLUP).
- Who Can Avail The Service:
Bonafide resident of the Municipality of Floridablanca
- Requirement(s):
- Application Form for Zoning Clearance / Locational Clearance, duly notarized – Three (3) copies
- Building Plan duly signed by a Civil Engineer – One (1) set
Site Development Plan – drawn to any scale showing:
- Plan layout
- Site areas and boundaries
- Number of stories of plan building and size of the area occupied
- Road system within the premises
- Topographic Plan (for mining / quarrying only)
- Perspective duly signed by a Civil Engineer – One (1) set
- Lot Plan with vicinity map indicating clearly and specifically the exact location of the proposed site and the existing land uses and/or landmarks within a radius of at least 1,000 meters duly signed by a Geodetic Engineer
- Bill of Materials – One (1) copy
- Specifications – One (1) copy
- Transfer Certificate of Title (TCT) or any proof of ownership or right over the property
- Real Property Tax Declaration – One (1) copy
- Certificate of the latest Real Property Tax Payment

SECURING PRELIMINARY APPROVAL & LOCATIONAL CLEARANCE (PALC) AND FINAL APPROVAL & DEVELOPMENT PERMIT
- About The Service:
Every registered owner or developer of a parcel of land who wishes to convert the same into a subdivision project shall apply with the LGU for the approval of the subdivision development plan by filing the following:
- Who Can Avail The Service:
Bonafide resident of the Municipality of Floridablanca
- Requirement(s):
- For Application for Preliminary Approval of a Subdivision Project
- Certification from the Zoning Administrator that the proposed land use is in accordance with the development zoning plan of the locality;
- Two (2) sets of the following documents duly signed and sealed by a Licensed Architect/Engineer:
- For Application for Preliminary Approval of a Subdivision Project
- Site Development Plan (Schematic Plan) showing the proposed layout
- Vicinity Map of Location Plan
- Certified true copy of title(s) and Tax Declaration (Deed of Sale/Memorandum of Agreement if the title is not registered in the name of the applicant).

- Profile showing the vertical control design grade, curve elements and all information needed for construction
- Typical road way sections showing relative dimensions and slopes of pavement, gutters, sidewalks, shoulders, benching and others
- Detail of roadway showing the required thickness of pavement sub grade treatment and sub base course on the design analysis.
- Details of roadway miscellaneous structures such as curb and gutter (barrier, mountable and drop), slope protection wall and retaining wall, if any
- Three (3) copies of Storm Drainage and Sewer System
- Profiles showing the hydraulic gradients and properties of the main structures in relation with the road grade
- Details of drainage and miscellaneous structures such as various types of manholes, catch basins, inlets (curb, gutter, and drop) culverts and channel linings.
- Three (3) copies of Water System Layout and Details
- Three (3) copies of Site Grading Plan
- Two (2) copies of Project Study
- Statement of Assets & Liabilities
- Income Tax Return (last (3) years)
- Application for Water Supply System from the Floridablanca Water District or National Water Resources Council if deep well will be used
- Application for Power Supply System from SFELAPCO or franchised holder
- Specifications, Bill of Materials and Cost Estimates.
- Approved Municipal Ordinance for the final approval of subdivision plan
- Application for Development and/or Building Permit of Projects under BP 220
- For Subdivision:
- Two (2) sets of the following documents duly signed and sealed by a licensed Architect/Engineer
- Topographic Map
- Site Development Plan
- Road lay-out and utilities plan
- Water, sewage and drainage plan
- Engineering drawings and details
- Two (2) copies of project profile incorporating development cost estimates and payment scheme for amortization, statement of potential or funding sources attested by an accountant
- Program of development indicating phasing and schedule.
- For Housing:
- Two (2) sets of the following duly signed by a Licensed Architect/Engineer:
- Housing plans including architectural drawings, structural plans, specification and cost estimates
- Sworn statement as to the soundness of designs and specification attested to by the designing engineers.
- Application for Approval of Condominium Plan
Any registered owner or developer of a parcel of land who wishes to develop the same into a condominium project shall apply to the LGU by filing the following requirements:
- At least two (2) sets of Condominium Plan at any of the following scales: 1:200; 1:400; or any scale not exceeding 1:400 duly signed and sealed by a licensed architect:
- Site development plan to include parking and parks and playground layout, if applicable
- Floor plan(s)
- Sections and elevations
- At least 2 copies of vicinity map indicating the adjoining land uses, as well as existing facilities and utilities at least within 500 meters from the property boundaries of the project, drawn to any scale and duly signed and sealed by a licensed geodetic engineer.
- Building Specifications and Estimated Costs
- Zoning Certificate
- Transfer Certificate of Title (TCT), Real Property Tax Declaration and current tax receipt
- Environmental Clearance Certificate (ECC) or Certificate of Non-Coverage(CNC) duly issued by the DENR, whichever is applicable
- If the land was covered by the Comprehensive Agrarian Reform Program, secure conversion clearance from the Secretary of the Department of Agrarian Reform (DAR) or if the dominant land use is an agricultural, secure reclassification from the Sangguniang Bayan
- Right to use or deed of sale of right-of-way for access road and other utilities when applicable
- One (1) copy of project study to include the following:
- Project profile indicating among others, the development cost,, total project cost, amortization schedules, sources of financing, marketability, cash flow, architectural building plans and work program/project time table;
- Audited financial statement for the last 3 preceding years
- Income tax return for at least 3 preceding years
- Certificate of Registration from the Securities & Exchange Commission (SEC)
- Articles of incorporation or partnership
- Corporation by-laws and all implementing amendments, and
- For new corporations (3 years and below) statement of capitalization and sources of income and cash flow to support work program.
- Permit to drill from NWRB or certificate of coverage from concerned local franchised holder.
- List of names of duly licensed professionals who signed the plans and other similar documents in connection with application filed indicating their full name (surname, middle name & family name), maiden name if married women professional; Professional license number, date of issue and expiration of its validity; Professional Tax Receipt (PTR) and date of issue; and Taxpayer Identification Number (TIN)
- Approval of memorial park / cemetery plan:
Every registered owner or developer of a parcel of land who wishes to convert the same into a memorial park/cemetery shall apply to the LGU for the approval of the memorial park/cemetery plan by filing the following:
- Approval of the Preliminary Approval and Locational Clearance (PALC)
- Three (3) sets of the following documents duly signed by a Licensed Architect/Engineer:
- Site Development Plan showing the proposed lay-out (Schematic Plan)
- Vicinity map with minimum of one (1) kilometer radius from the periphery of the project showing the relationship of the proposed project to existing community facilities such as churches, schools, markets, hospitals, transportation lines, drugstores, etc.
- Survey plan of the lot(s) as described in TCT(s)
- Certified true copies of Title(s) and Tax Declaration(s)
- If the land was covered by the Comprehensive Agrarian Reform Program, submit conversion clearance from the Secretary of the Department of Agrarian Reform (DAR) or if the dominant land use is an agricultural, approved ordinance for the reclassification from the Sangguniang Bayan
- Environmental Clearance Certificate (ECC) or Certificate of Non-Coverage(CNC) duly issued by the DENR, whichever is applicable
- Application for Final Approval & Development Permit of Memorial Park/Cemetery
